Opita Drops runs the Dropea marketplace in pilot stage. This document describes the marketplace compliance model (CMRA, drops and LATAM customers) and its formalization status.

CMRA Form 1583A
ActivePhysical locker in Colorado Springs registered with USPS as a Commercial Mail Receiving Agency. Drops sign Form 1583-style as agents.
OFAC Sanctions Screening
ActivePre-transaction screening against the SDN list (Specially Designated Nationals). Daily refresh via Treasury.gov.
Crypto Wallet Screening
ActiveEtherscan + Blockchair API. Pre-transfer verification for every USDC wallet on Base network.
Anti-fraud AI <60s
ActiveAutomatic validation per uploaded tracking number: buyer BIN, retailer whitelist, address match, declared value, tracking format.
Drop scoring
Active4 tiers (Probation, New, Established, Elite). Full KYC + timely forwarding + disputes + sustained volume.
DOT/MC Licensed Courier
ActiveSubcontracted couriers with US Federal Motor Carrier license. Consolidator Aeropost (default) + FedEx/UPS express.
LATAM customer KYC
ActiveID document + selfie when applicable + OFAC screening + wallet screening. No auto-approval.

In December 2025, the FTC (Federal Trade Commission, USA) published a consumer alert about fraudulent operations called "reshipping scams" that recruit people to forward packages bought with stolen credit cards. Trigger events for additional formalization
We operate without certain federal registrations until triggers quantify. When applicable:
- MSB Registration (FinCEN): when money transmission exceeds the regulatory threshold
- State Money Transmitter License: Colorado HB25-1201, Florida when applicable by volume
- Strengthened Bank Secrecy Act: if SAR triggers detected
- EU/UK expansion: FCA + 5AMLD compliance
Audit trail (5-year retention)
Under the Bank Secrecy Act (31 CFR 1010.430), we retain:
- Form 1583-style agreement signed by each residential drop
- Form 1583A of the Colorado Springs CMRA locker
- LATAM customer KYC documents (ID, selfie when applicable)
- Drop KYC (identification + address verification)
- On-chain USDC transaction records (immutable)
- WhatsApp communications (when AML-relevant)
- OFAC screening + wallet screening + anti-fraud AI logs
- Drop scoring (4 tiers) with change history
